Synopsis: On June 11th, 2023 C-Band 5.405GHz +- 100MHz emissions were seen on ESA Sentinel-1 imagery at 48.35579716647261 N, 39.449560740346946 E (Google Maps Link)
On June 15th, 2023 I purchased a 80cm Planet SkySat image from Skywatch to see what was at the site. At this time the results are inconclusive. Here is a dump of the data so far.
Similar Emissions: I have seen similar emissions from a site near Mayak Crimea, Ukraine. The site at Mayak is a large early warning radar site composed of nearly all Russian mobile EWR systems. However the emissions do not look pulsed or swept hinting at SATCOM vs radar. Google Maps link
Speculation zone: The resolution was too low to positively identify the vehicles. My best guess right now is S-300V or Iskander. S-300V makes the most sense as Iskander-M has a range such that it doesn’t need to be placed inside Ukraine.
More data needed: I would like to crowdsource a 10cm image of the site to see what these vehicles are.
